Default 1990 f350 460 runs rich and fouls plugs won’t start

I just got a crew cab ford 1990 and it fouls plugs very fast... won’t start and the plugs are coated in fuel... idk what any of the causes could be...it runs super rich and blows black smoke

Sounds like fuel pressure regulator is failed. Pull the vacuum line off of your fuel pressure regulator and see if there is any fuel in it. If there is, the diaphragm is failed in the regulator. You would need a new one.

Ya that’s what I think it is to and just pulled it... Looks pretty bad...I’m gonna get new plugs, and do a oil change and see what happens

I'd just clean the plugs with a thin strip of sandpaper and regap. Never use a wire brush as that leaves track marks on the plug. The tracks cause the electricity to flow along them versus jumping the gap thus reducing spark effectiveness and fuel economy.
