Default 1993 F350 Side Tank leaking

I have a 1993 ford f350 and the side tank seems to have a leak from the vapor line that has a small black plug at the end. The 1/4 inch fuel line has what I can only describe as a stopper that appears to be leaking. The tank is full. I wonder if I over filled the tank and this line is simply leaking out the excess. The line also have a small metal clip that looks to hold it to the frame rail. Cannot find any description of the stopper in the factor service manual. Any help would be appreciated. Looking to confirm what the line is and how to replace the stopper, plug or vent?

Thanks

Grant

There should never be any leakage of fuel. The hose is for the evaporative system(charcoal cannister up front). Run the tank down some and then look for fuel. Either the hose, plug as you describe or the tank has a leak up high somewhere.
