Default 1996 f250 7.3 powerstroke diesel overdrive

How can I tell if it's in overdrive when the overdrive light does not come on. Also the cruise control does not appear to work, don't know if those are related.

When the light is on that means overdrive is off. By default, perhaps for any A/T cars, overdrive is ON (that means light off).
Start up the trunk then push that OD button, light on or off?
If OFF when was the last time you ever saw that ON? Do you think you can handle removing the steering column shroud and check the connector?

That's the problem I've never seen the light on. And hell to the no about removing the column LOL
Although I just looked on YouTube and it looks pretty easy to just buy a new shift lever with the wire attached.

You can get underneath, unplug the 3-pin connector then test and see if the LED is out. R/Y is 12v, W/LG is ground.
While unplugged (at C275M and C275F), get a voltmeter red to the C275M black to chassis ground, key to RUN, do you get any voltage or not. If not, check your fuse 17. If voltage yes, and the LED is bad you can disassemble it and replace just the LED without buying the whole shift lever. Especially if you are afraid to remove just the steering column shroud, to replace a new shift lever, you have 10 times more stuffs to remove. At the very least just get to C275M and F, you might have just a bad wiring.

Might6 consider having your vehicle checked for any TRANS codes. Would provide some direction .

Just because the light does not come on when button is pressed, could be fuse. Before tearing into replacing shift lever good move to check for codes from trans..
