Default 2001 F250 Will not shift from Park and Blows Fuse #15

This is the first time I have had this problem. I started the truck this morning like always and it would not shift from park. Fuse #15 was blown. It will shift if I stop the switch at accessory. I replaced the brake light switch and speed control sensor at the master cylinder. There are no bad wires from what I can see. I can not move the lever on the interlock switch with key on. It does move when I move the key to accessory. Dome light is out and power windows do not work.

Any help would be appreciated.

GEM module, PATS module, and Brake position are protected by #15.

Fuse continues to blow after replacement?, if not, do the brake lights work?

If the fuse popped after replacement, any indication that the windshield leaked allowing water into the GEM? Was fairly common from water intrusion into the GEM as it made its way down the harness and would short the GEM.. The battery saver and accessory delay for window etc. function is GEM controlled

I do not see any indication of water intrusion. All worked fine last weekend. Truck has been in the garage all week. Fuse #15 blows as soon as I push it in.

The brake lights work. I thought about replacing the interlock switch. It seems that I will need to remove two nuts to lower the column to get to it. Does this seem like a possible solution?

Shift lock actuator failures aren't really common, but before replacing it you can just unplug the connector and see if the fuse holds. Same with the other modules to eliminate the short. If you need help with connector pinout tests/checks for the modules, let me know. The key would be to eliminate power distribution on #15 at each check until the short is found so not to replace good parts..

If you need to drop the column to trip/remove the actuator, be sure to take the small white shift indicator cable off the column and lever cable hook prior to the drop so not to damage the cable.

I unplugged the shift lock actuator and fuse still blows. I did insert a blown fuse in #15 slot and tested with meter. I get 5-6 amp reading and hear a clicking in the passenger side dash area. I am not getting a door chime when the headlights are on or key in ignition.

I would appreciate any help with the connector pinout tests since I have not done that before. I looked under dash and did not see any signs of water intrusion. Would it be worth the time to remove the GEM to see if there is any corrosion? I read that if the resistance is greater than 10,000 ohms at C4 pin 4, replace the GEM. Is this always the case? I assume I need to disconnect battery first.

Ok. I disconnected battery and put in the blown fuse at #15 and tested with ohm meter. It was at 13000 and still going up. Seems like a bad GEM. Is there another test to run to confirm? Does any programming need to be done once installed?
