What's the voltage reading on that fuse? Trying to determine if there's a voltage drop in the panel..
Looks good has fooled a lot of folks.

do I pop clear top off and put + side of volt meter on it, other grounded

it's reading 11.7 volts. My battery is starting 2 die. Could a bad internal voltage regulator be the cause of all of this? The things making the whinning noise seems to be coming from a harness to the right of fuse cluster

so I just rechecked #22 engine control fuse and it popped it again?? Weird any ideas.

is it possible that once I over energized the G. P. Relay that I fried the fuel bowl heater and thats my problem??

Looks like your panel resembles an 03.. Late build date 02?
So ,, same circuits only the fuse number changed from #64 to #116..

Just remove the fuse and use your meter to read voltage on the hot leg..

Is your switch/glow relay still connected?

Might disconnect it and see if 22 pops again..

Well I waa about to give up and take it to a mechanic I disconnected the fuel bowl heater and cherish it it's trying to start now and the OBD2 is now taking a reading. The one i got waa P1219 I believe there's probably a short somewhere or the battery is pretty low I'm jumping it right now either way thanks for all your help man I'm getting closer
