2002 f350 4X4

I have a f350 7.3 and the 4x4 light stays on but the 4wheel drive doesn't engage.I have tested the hubs,and they work.Can't seem to find any diagnostic help.Tried a new switch,but didn't help.Can the control module cause this?Thanks for any help.

check the vaccum hoses for cuts/kinks ect.
