Has a new battery but not turning over, starter?

 

Are we talking about the same thing?
The starter cranks the engine over.
When it starts it fires up.
Is what you are trying to tell us the starter is not cranking the engine over?
If that's it, do you hear any clicking sound when you turn the key to the start position?

 

yes it just clicks but doesn't turn over.

 

What is the condition of the battery cables?
If all you hear is the clicking of the starter relay any of the following could be the cause,
battery charge low How do we know the battery is fully charged, if you turn the headlights on and attempt to start the vehicle , what do the lights do?
If they go dim, battery low, cables/connections corroded, starter internal short,engine seized. Now all you need to do is check all the above.
If you have the lights on and still only get the click and the headlights do not dim starter solenoid is defective or starter has an open internal circuit.
