I have a 99 f 250 diesel that when it's cold out it surges. Now i know that there is a valve on the turbo that is closing when it's cold but this is extreme. It's driving me nuts driving down the road with this valve opening and closing. Any sugestions on what is wrong, or how to stop this would be great.

My 03 6.0 did that for a while until it warmed up but I pluged it in and the problem went away still it is a good idea to let it warm up while you get dressed or something in the morning.
