250 SD brake pedal won't returned once pressed. Is there a way i can isolate the problem. I did replace the booster with what i think is a good booster. Vacuum seems to be fine,. could it be the master cylinder or perhaps a stuck caliper?

 

The master cylinder is responsible for the pedal returning.
