Carb riser plate ?

Default Carb riser plate ?

i have a 1984 f 350 with the 460 and a holly 4 barrel , i was just wondering if anyone knows what the riser plate between the manifold and the carb is , i assume it's stock, the plate itself has a tube running through it ending with some sort of vacuum module. i havent ever seen one of these, there was no vacuum line hooked up to it does anyone know what connects to it? im planning on taking the whole riser plate off, it didnt seem to be doing anything .
