This is normally caused by running low fuel level in the tank quite often. I always fill my tank up when it reaches 1/2 tank in the winter unless I'm on a mega mile trip (300+ mile), then I fill at 1/4 tank. The fuel/tank gets warmed up by the exhaust and engine heat coming under the truck. Then as it cools down to ambient temperature, it draws in moist air. The moisture in the air is attracted to the filler area as it is normally the colded part of the fuel tank. Also try running some HEET in the fuel to move any moisture in the fuel out of the tank.
