F350 rust?

Does this look like surface rust? It's a 1995 f350 they are asking 13,000

That wouldn't bother me. Wire wheel it and paint with an undercoat.

That frame rust is of no concern. The undercarriage appears in decent shape for a 95. I know you didn't ask about price. I think $13k is too much for a 95. I would see if they would accept a lower offer.
