Unhappy hpop 2002 f350 superduty 7.3

I have a f350 7.3 4x4 superduty. I pulled my hpop and replace the seals an such.while my lines were free from the pump I had them pinned up so they wouldn't leak out for a 24 hr period. so I'm sure they drained into the heads. I reconnected them ,put everything back together filled the resevor an now it wont start, I also pulled the icp an change the o rings on it while the pump was out. Now as I try to start the truck it will not start. turns over strong ,but won't start . it's getting fuel an the idiot light shows oil pressure when I turn the key. could air be the problem in the lines, an if so what can I do about it??? Or does the icp have anything to do with it

Default still at it

I've been reading in here and I went out an checked the resevour to make sure it was topped off. yes it was.
disconected the icp an tried to start Nothing
reconected an removed the wiring to the fuel bowl an tried to start Nothing.
No fuel leaks and the truck ran like a top other than the no service plug drip.
I should say that I removed that plug and inspected it. Put a little silicone on the threads and placed it back. the ball slid down in the sleeve as I tilted the pump but never came all the way out. I turned the pump back up and it slid back into place. Or so I believe it did. The bolt fit just like it did before I took it out. Any more ideas folks before I tear it down again.???
Does the ICP need to be rotated in a certain position like a distrubtor cap seeing I took it out an replaced the o rings
???
