Powestroke block heater

Powestroke block heater
So, it is below zero out here right now. Yesterday, my truck's 'wait to start' light stayed on longer than usual. It was plugged in. Normally when it is plugged in the light is only on for 2-3 seconds. Yesterday it was on for about 30 seconds, but the truck started, just rough to start. Today the truck won't start. I run an antigel in my diesel, but -16 is cold enough, I would think, to freeze diesel with antigel in it. So I took a voltmeter and tested the plug to the blick heater. Nothing. Pulled the cord off the truck, plugged it into a wall socket, and tested the end that goes into my block heater. Registered everything just fine. I don't think the problem is the cord. Is it a better bet that my block heater is out or that my diesel is gelled? Is there a fuse or something on the block heater that could have blown? It's not the extension cord because it has a light on the end that goes out when it isn't getting juice. Thanks for any help.
