I've highlighted the fuse and relay, to test the relay swap the fuel pump relay(circled red) with the reverse light relay(highlighted yellow).

Thanks for the response but it didnt work. I checked the fuse with a meter for continuity and swapped the relays.

A little background 6 months ago my door lock switch wasnt working on my doors. Ended up at the dealer and they had to change the module that is behind the fuse panel in the cab on the driver's side. The backup lights stopped soon after the work was done. This may be related.

Do you have 12V at fuse 70?
With the engine off, parking brake on, trans in reverse, you should check if there is 12V at the bulb connector C451 or C461 pin 1, you can also check for 12V at C465 pin 13, both times check with the other voltmeter lead connected to the negative battery terminal.
I suppose its possible for fuse 15 in the BCM to be bad. BCM is behind the right kick panel.

Remove the reverse light relay, check for 12V at relay pin 1 with the key on, check for 12V at relay pin 3 when trans in reverse.

I assume the gear indicator operates correctly through all the gears.

Key on jump relay pins 1 & 2 in the fuse box, visually check if reverse lights are on.
If they do not turn on, check resistance using ohms on relay pin 2 to battery ground.

Or you could install the relay, disconnect the BCM connector C2280D and apply 12V from the positive battery terminal to pin 13 of the harness and have someone watch if the lights come on.
The BCM is behind the right front kick panel.
Here is the connector face.
