Cooling fan not turning on

Ok disconnect the fan connector, remove both relays, remove fuses 16 & 17, install new fuses in place of 16 & 17 using the correct size fuses.
Now check with key on if there is 12v at pin 3 of both relays in the fusebox.

Replaced the fuses 16&17. Removed both relays. No 12 volts on PIN #3 of either relays with key on.

Check for voltage at the fuses.

So if you have 12v at both fuses but do not have 12v at either relay pin 3 then there is a issue in the fusebox.
You could try and open the fusebox to inspect the internal wiring.

Hello Scott,
First of all, I would like to heartily thank you for your technical assistance in helping me to resolve the "cooling fan not turning ON" problem. I really admire your patience with me in resolving this issue. I opened the fuse box and discovered that the 12v cables in fuses 16 and 17 had loosened. I fixed that and all is well.
