Default Low Fuel Pressure

I do have a 2005 Focus that has a low fuel pressure of 24 psi, to me it seams to be low, to my knowledge it looks that there should be about 35 psi minimum, I looked in to the fuel pump and measured the fuel pressure directly in the outlet and it reaches at least 50 psi. then I looked in to the fuel pressure regulator and had a chance to replace it and still have 24psi.

Has someone experienced the same problem?

Is there any return restriction vavle in the return line that might be not working properly?

Any help or recomendation will be appreciated.

Is there a possibility the fuel filter may be partially clogged?

Way2old, thanks for the suggestion!
I have replaced the fuel filter too. I looked in to the fuel pump and all looks OK, I had a chance to try a different fuel regulator and still had the low pressure.
Yesterday I looked in to the fuel pump again and replaced but now I got 100 psi and looks like the fuel return line was blocked. I will look in to the fuel lines conection now.

I looked in to the fuel lines by blowing air through them and all looked OK, when I got to the fuel rail I removed the fuel pressure regulator and blowed air through the piping and found partially pluged so I remove the plug with air and problem solved, now I got 50 psi regulated and no problem.

Either the pump or regulator is bad.

Thanks for the comments and suggestions!
What I did was, replaced the pump and found out that the pump did not had the check valve, so I replaced it and cleaned the fuel rail since it had a rust plug in it and the pressure came back and the vehicle run well.

Here knowledgeable description has given here to regulate fuel by controlling fuel pressure .Especially fuel pressure is playing an important role in circulation of fuel.So it will definitely help me.
