Default 1999 Ford Explorer

So I had a problem with my car today.
The tail lights have been not working so we bought a new fuse today. When we inserted the fuse into #11 of the power distribution box the tail lights turned on but the tail lights wouldn't turn off when we turned off the lights. We had to take the fuse back out to turn off the light. I'm not sure whats wrong.
Break lights work but tail lights don't.
Instrument cluster lights don't work as well as well as the speedometer.

More info would be helpful; Do the turn signals work properly, as well as the 4 way flashers?
From how I read this, the taillights won't shut off but the interior illumination is inop. Is this correct?

Yes the turn signals do turn on
The only problem was the tail lights that don't turn on.
The instrument cluster lights never turned on as well, might just be broken
When we insert the fuse the tail lights will turn on as well as the front lights.
But the front lights and tail lights won't turn back off until the fuse or battery is disconnected

These use a relay; could be a problem with the relay either not powering up or getting told to power up. It should be in the rear of the luggage compartment either near the jack equipment or the top package tray. its been a long time since I've had to fix one.
