I have a 1995 7.3 powerstroke that will not close glowplug relay,turn wait to start light on or run have new relay,oil temp switch, and have only 10.9 volts on signal wires will close relay if I ground negative side of relay to engine block when I scan truck I keep getting link error can anyone help
