Catalytic Converter

Default Catalytic Converter

I have a 2001 ranger with 2.3 4cyl 5speed 2wd.
For some time now I have been losing power. I have eliminated the plugs, wires, coil, air cleaner and fuel filter. Its acting the same way my Dads old chevy p/u used to when the converter was clogged. We gutted it out and problem solved.
Can I empty out the converter without causing any problems??
I see a wire pluged into the pipe before the converter. Is there an electronic sensor there? Will gutting out the converter trip an engine light or code?

You guys helped me with a problem once before and I hope you can do it again.
