Lower shock mount

I have a 96 ford ranger, twisted off the lower shock bolt. can it be drilled out? it looks like a bolt inside a sleeve that is welded to the radius arm. Do I need a new radius arm? thanks

You can weld a new bolt on. Otherwise you will have to replace the radius arm.
