I have a 92 Ranger that the tach is stuck on 3,000 when idling but will go higher when moving. There is a hole in the air intake hose that I’m not if that could be a cause or not. It’s a 3.0 liter with a 5 speed if that helps.

 

A vacuum leak will raise the idle speed.That's what I would be looking for. A hole in the air snorkel will not.
