Default Wipers Running Constantly,

Why do they continue while in "off" position?

I would check/replace the stalk control(sticking/worn switch) or look at the wiper motor to ensure that
the connectors into the motor are clean and making good contact.


What year and engine?

I've had that one on my 99. Everytime I turned on my turn signal, on came the wipers, and sometimes just at random they came on. It was the multifunction switch in the stalk, turns out it's a common problem. So that'd be my guess.
