I am not able to turn off the blower motor. All fan speeds, A/C, Heaterwork fine. What is the problem?

I need to understand a few things about this sitiuation....OK first when you turn the Blower Switch over to its left (to it's lowest setting) is your Mode Selector Switch over on one of the settings, or is it in the "OFF" position? If you have the Mode Selector switch in a position of Floor/Vent or Floor/Defrost...even if the Blower switch is in it's lowest setting the Blower will continue to blow in a lite mode....if you have the Mode Selector switch in the "OFF" position...Nothing should happen...and the blower will not blow air...
Please advise with further info
