Default 2007 Taurus tilt steering

I have a 2007 Taurus and the tilt steering is frozen in one position. Can anyone tell me how to get to the steering column and free this thing up. Thanks in advance

Does the release bar seem operational or is that what's not working? I have an '07 also. If you take the panel under your steering column off it looks like you'd have access to the tilt mechanism. I'm talking about the panel right above where your knees would be, not the upper one where the ignition switch is. You have to practically stand on your head to work on it but you should be able to see what's going on without this panel.
