Cooling system part?

Default Cooling system part?

Hey. So I have a 1995 Ford Taurus. I was under it doing an oil change and came across a three way piece with broken rubber hoses. The top part of the three way is actually wiring that runs up to another cluster of wiring that goes to a plug in above the radiator. One of the rubber hoses goes to the front of the engine block and the other goes over by the radiator.

Anyone know what the three way/wiring piece is? Does it have to do with the radiator/cooling system?

Any help is appreciated. I'm going to try and add photos. Hope it works.
