A good cross reference that uses the same engine is a cougar, crown vic, grand marquis, Lincoln Town car.
The Lincoln mark 8 and the cougar share the same body platform as the 89 to 97 thunderbird with the cougar being the same exact car minus the ugly back of roof design. The difference of the mark 8 is that it has 4 cam 4.6.
I myself haven't heard of the catalytic converters being different on cali cars since late 80s to early 90s but it is California. Have you checked with your local reputable exhaust shops?
My 95 4.6 bird and my 92 3.8 bird super coupe had 4 cats.
My next question is,
Do you know for sure it's the cat or cats?
Also have you had them actually tested at an exhaust shop with a inferred thermometer?
The tbird, cougar and mark 8 with a 4.6, let's say 94 like yours all h-pipes are same and will interchange and if I remember correctly the Mustang will too! I even want to say that the crown vic and it's cousins will also but don't quote me on this. Though I can't remember if the single exhaust crown vic and it's cousins are the same. I've noticed here in Oregon that if someone has gone in and just hacked and welded so that the pipes don't just unbolt as an h-pipe as they did when original. Usually the h-pipes y into each other to a single muffler then one pipe to bumper. On your car should be true duals to bumper.
My 95 and 92 both had 4 cats 2 mufflers and 2 silencers! Talk about back pressure! The town car and mark 8 were like that while the Mustang and crown vic and grand marquis were much simpler.
As far as 4.6 powered ford products to let's say 04, I'm fairly sure that the cats are the same. Now you've got me wondering to be certain.
I hope something I've said helps you! I know that California is a tough one to pass emissions.
I look forward to finding out if you have passed already or have sorted the issue.
