Default 2010 Transit Connect soft brake pedal

Hi, my Ford Transit Connect has a soft brake pedal that travels almost to the floor. I have taken it to 4 different garages, had new pads (front + back), brake fluid, callipers, and master cylinder and the entire system has been bled multiple times (before and after fittings). After the master cylinder was replaced there was slightly more resistance on the pedal and better reaction with the brakes but the pedal still travels nearly to the floor before the brakes properly kick in.

My garage has suggested replacing the ABS pump next, but we are worried we are just sinking money into basically guesswork. Has anyone seen similar before? Or have any ideas about diagnosing the problem?

Any help would be greatly appreciated!

We don't know how they bled the hydraulic system, but it does sound like there is air trapped in the system.
The best way to correct that is to use a scan tool to operate the ABS system and bleed the hydraulic system

Test the brake booster.
