Default 30 amp Fuel Pump Fuse keeps blowing

I have a 1997 Ford Econoline E-150 Explorer Edition Conversion Van. The 30 amp fuel pump fuse blows as soon as I try to start it. What could be causing the problem? Even when I disconnect the fuel pump it blows. I am thinking the ecm or maybe a bare O2 sensor wire grounding out on the heat shield or exhaust. Any ideas?

I have had a problem similar and it keep blowing a fuse. What i did was i finally got a wire diagram and followed the wires and finally found under the hood there was a piece of sharp metal stuck in a group of wire and it was touching the metal. I wrap it with electric tape and no more blowing fuses when i hit a bump. It was a nightmare for a few months. Good luck!
