99 towncar engine swap help

Lightbulb 99 towncar engine swap help

hey guys in new to the forum and had a few questions. i recently swapped the engine out of my towncar for a 03' crown vic motor. it went in smooth but when i installed all the wiring that came with the crown vic (just the harness, no pcm) the car will not turn over. but if i touch the yellow wire from the stater to the + battery terminal it will turn over. near the lincoln PCM i hooked all the plugs except 3 two circle black ones and a grey square one because they had no where to plug into.

the grey plug in this pic is not hooked up because i dont see a plug fro it on the CV's harness, or it may have gotten caught on the motor? any help will be appreciated.

the picture isnt a pic of my car but thats how it looks..

and also would i need to buy a crown vic PCM to run this motor or would rewiring and tuning the car be the thing to do? i only have about 500 bucks to get the car right. so im just hoping its not to much needs to be done.
