Default Data Connector

I have a 1996 Bronco, 5.8L, Automatic. The check engine light is on but I can't pull or get the codes pulled fron the data connectoer. Two different repair facilities have tried. No power to the connector. It must be something simple, fuse, relay or diode but can't find it. Maint Manual shows three sets of different wires going to the connectoer, no wire numbers so I can't track them without major disassembly. Would like to fix it myself, cheaper than taking to a Service Center. Any ideas?

Check the fuse that goes to the cigar lighter. They are on same fuse.
