how do i replace the bulb for PRND gear indicator on the steering column?

how do i replace the bulb for PRND gear indicator on the steering column?
my vehicle is an 88 ford e350 van. i'm pretty sure the f series trucks have the same PRND transmission gear indicator on the steering column.
my bulb is out. i have a new one, but cant for the life of me find out how to access the old one. i've found that the "dust cover" thing comes off, but that's as far as i've figured to take it apart.
it's a tilt wheel.
i dont have to remove the steering wheel, do i?
