failed inspection on 88 bird for emmissions mechanic says you got a new rear cat and muffler you need two new cats up front. second mechanic says all i need is fuel injection cleaner . any thoughts. nice mint car 120 thousand miles clean as a whisle..thanks

How about some more details, like engine, trans, any codes? The front cats are light off cats, they only contribute when the engine is cold.

Your vehicle came with a pre-catalyst in the system to reduce startup emissions and burn off hydrocarbons from the extra-rich mixture used in a cold engine (A.K.A. the dual or tandem converter set-up). If you have an aftermarket converter installed then you have to determine if it is a DUAL replacement (replaces both front and rear) a FRONT converter or REAR converter only. If it’s a DUAL replacement converter, it should have come with paperwork identifying it as such. According to the 1st Mechanic, the converter you have is a REAR unit. Thus, you need to install a FRONT unit also.
