Default Power Window problem on an '04 F350

No power to the circit breaker (#601 30amp) in the fuse box. I can run 12V to the bottom slot where the breaker fits and all the windows will work. Is there a relay under the hood I need to replace?

THAT WOULD BE THE FIRST PLACE TO LOOK WHERE ALL THE RELAYS ARE

First, check fuses F2.35/10amp, and F2.41/10amp in the Central Junction Box (CJB) under the dash panel, left hand/drivers side.. These are Instrument Cluster/Battery Saver Relay feeds, and the Accessory Delay Relay (that supplies/controls voltage out to fuse 601/30amp) gets its coil power to close the delay relay and then complete the circuit from a closed/energized Battery Saver Relay.. The battery saver relay is a non replaceable and integrated to the cluster, but the Accessory Delay relay is a replaceable unit in the CJB.. Could be just the Accessory Delay Relay.. I can send you the relay connector/face view, and you can check for voltage to the connectorand/or bridge the connector to prove out the relay..
