The O2 sensor should send the info to the ECA and the ECA should adjust the injector on time to correct what is perceived as a rich condition. There could be a problem with the O2 sensor, the wiring or even the ECA. The challenge is to determine which of these it might be. Have you been able to run the KOEO and KOER tests?
