Too much Fuel!

Too much Fuel!
Can't figure it out!
I am having a lot of excess fuel inthe no. 2 cylinder ofmy 2000 Ford Escort ZX2 2.0l manual transmission vehicle. I have moved the injectors to different spotsand it didn't help. I have also replaced the PCM in the car with no success. What else can I do. Regulator? New injectors?
Please help!
