My scanner showed the TPS signal jumping from a minimum of 18% to max of 96% in large jumps (not smooth). I figured it was a bad TPS so I changed it. New one does the same thing. No visible issue with connection or wiring. Any suggestions?

 

The scan tool will not read fast enough to catch the movement. You need an analog ohm meter/volt meter to watch the movement. Or if one is available an oscilloscope.
