Default Steering Column Lock Actuator

It's me again with a new question. '88 Bronco. After throwing un-necessary amounts of $$$ at a used steering column, ignition switch & ignition key cylinder we finally figured out it was the actuator rod that was causing our problem. After replacing the rod & getting everything put back together we have discovered that the steering wheel no longer tilts. The middle collar doesn't fit quite right. You can see into the column at that junction & the rest of it looks and feels too tight. After taking it apart & putting it back together 3 times we still can't see what we're hanging up on or what isn't fitting right. Runs & starts great just can't get it to fit properly. Suggestions PLEASE. Forgot to mention it's a 5 speed manual if that makes a difference. (and it usually does.)
