1996 ford ranger check engine light

1996 ford ranger check engine light

Question for yall. my son bought a 1996 ranger. After he bought it he went to go it smog and it failed due to the fact that the check engine light did not come on. Anyone have any clues what could be causing this? What he have completed in trouble shooting is:
1. replaced all light bulbs- still did not come on
2. got a new instrument cluster and used bulbs from that and did no come on- still did not work
3. replaced new cluster with new bulbs and still did not work
4. replaced all fuses and we had a lot that were wrong. still not working
Any ideas? think it might be the PCM.
