93 Aerostar Airbag light is flashing Horn does't work and cruise doesn't work could it be a clock spring and if so how hard is it to change

 

Yes the clock spring could be the problem. I have the same year model van, and the clockspring on mine is causing the horn to not blow. It isn't really hard to replace the clockspring as long as you have the tools like the steering wheel puller. Can send photos of the removal and reinstall of the clock spring if needed.
