250 Not starting

Default 250 Not starting
Ok here's the problem..

The truck is a 2008 250. Unfortunately the truck is not starting. There has been a new battery put in and the entire cooling system replaced. i have disconnected and reconnected the batter pole however it is still not starting. Am i missing some troubleshooting steps?
