Phone Button in Fusion Without Sync

I recently purchased a 2011 Fusion SE. It does not have SYNC. When I press the Phone button the display says "No Phone". Is that button simply there without purpose because it was cheaper for Ford to build the car that way? Or is there some functionality that I just haven't figured out?

I just got my new Fusion 2008 three.0 SEL TODAY

I even have a question... What suitable is the button that has a cellphone icon on it, if it continually shows the "No phone" message while pressed?
