Default Power steering

After replacing the control valve on 63 Fairlane, the front end is off the ground at this point, I started the car and went to do the all the way left-right to get some fluid in the system. As soon as I touched the wheel, it went nuts, it went back and forth on it's own pretty fast, it only stopped when I shut the car off. I've read that it could happen if hoses are crossed, the only ones you can cross are the ones the go from valve to cylinder and I'm pretty sure those are correct. Also read that it could be the adjustment nut/spring. I did have a pretty bad bend in the pressure hose metal part, would a fluid blockage cause this? Appreciate any input on this.
