1989 Bronco 2 - Electrical Issues
42 PSI is fuel rail pressure. I will check to see if ECA is pulsing ground when motor is turning over at ECA. I am currently running on external fuel pump. Replacing the fuel tank, pump and associative parts.

We are going to start this from the beginning.
When you first turn the key on does the fuel pump run at all, and if so how long? Yes/No
When you are cranking the engine over does the fuel pump run? Yes/ No
POWER GROUND CHECK
Key On,Engine Off
Connect DVOM (-)to Battery Negative
Connect DVOM (+) to Pin 40 Power Ground
Voltage should be less than 0.5 volts
Connect DVOM (+) to Pin 60 Power Ground
Voltage should be less than 0.5 Volts
If fails, Service PWR GRD.
CASE GROUND CHECK
Key On Engine Off
Connect DVOM (-) to Pin 60
Connect DVOM (+) to Pin 20 PWR GND
If more than 0.3 v ,Service PWR GRD
To do these checks you may need to use a T pin to make the connection at the ECA by carefully sticking the pin into the wire just enough to make contact. You will also notice On Fords , most of the time , the grounds are Black wires.
