(Hey, I'm new!)

I have a '99 Contour and the front headlight have become "moisture" like looking.

It really bothers me and I want to fix it.
Do you have any tips?
I bought some cleaners from Auto Zone, but that didn't do anything for it.

Also,
I recently received a front- end license plate for my car and you know how much cars
have the space in front for it? Well mine doesn't, it is completely round.
Can I still have one? How would I go about
installing it?

When I went out to take these pictures, I did notice 4 small dots, in a rectangle
like shape ...

Best (most expensive) repair is to replace the cracked headlamp assembly. Or, to repair, two things are required. First to remove the moisture you will have to remove the assembly from the vehicle and dry the water out. Pour half bottle of rubbing alcohol and slosh around to pick up the water, dump out, blow out the interior with compressed air. Then duct warm air into the interior of the assembly with a heat gun (low setting) or a hair dryer. Second locate cracks and seal with clear automotive silicone sealer. Reinstall. Check and adjust headlight aim, adjust as required.

There is a plastic license plate bracket if you want to call it that available from Ford parts. It is generally held on with push plastic retainers. You might be able to obtain one from a salvage yard if the vehicle wasn't involved in a front end crash. The right parts fit fine and the problem for the license plate is solved.
