My 04 Crown Victoria will only starts when the temperature outside is at least 70 degrees. I turn the key and hear the fuel pump. I do this three times. Then the engine turns on and is fine. I had a problem with it not starting. I took it to a mechanic. He said he needs to replace the the fuel pump. I still have the same problem. I swapped the fuel pump driver module from my 2005 Crown Victoria. I still have the same problem. Any ideas guys?
