Default 2001 P71 and no lights. help please

Hello. I have a new to me 2001 Crown Victoria Police Interceptor (aka P71) and cannot get the lights to work. The high-beams work when I use the stalk to "flash to pass" and the brake lights and backup lights work, but the headlights, turn signals and hazard lights do not work. I have checked all the fuses I could find (and I can hear a relay switching when I pull the number six fuse), but cannot figure out what else to check.

you may have a bad head light switch,or dimmer assembly, this is on the steering colum. email me back james

Thanks. After a day of tracking everything down, I think I have an answer. When North Las Vegas PD pulled their lights and other equipment, they also pulled the LCM. [:@] Yeah, I feel a little silly. The three pigtails were stuffed into the space where the LCM goes. Guess I should have started there first. On the plus side, I did remove all the cut-up wires they left under the dash and once I figured out what the problem was, spent some time removing the adhesive left when they pulled the decals.

Hopefully they still have the LCM and will let me have it.
