Default 2003 high beams won't come on

I have a 2003 p71 purchased from the US border patrol. I have replaced both bulbs but high beams won't come on. Blue dot illuminates on dash but high beams don't come on. Fuses good,no check engine light either. Does anyone have a fusebox diagram I can reference. I'm wondering how many relays I should have.

any ideas? Does anyone know if I must have High beams to pass Texas safety inspection?

it could be the dimmer switch ! the dimmer switch is what turns the lights from low beam to high and the other way around !

If they had a traffic mover on it, the wires could be cut going to the high beams. Look under the hoos to see ig there are any cut wires. Also look at the suses to be sure none are blown.

I believe they are called an alternating flasher. We had then on the ambulances and I install them on the back of heavy snowplow equipment. I just never heard of them referred to as traffic mover.

On the box it states it is an Emergency Traffic Mover, at least ours have that on them. grindman is right as to the other names. The idea is if they are on, the other drivers in traffic sees the headlights flashing and move out of the way.
