94 crown vic

I have a 94 crown vic. with 91,000 mi. my rear lights and dashboad lights are not working when lights are turned on , fuse is ok , brake lights and flashers work along with turn signals , any ideas ?

It sounds like the headlight switch is not turning on the tail lights or dash lights (same circuit).
