99 Crown Vic no start
1999 Crown Vic 92,000 miles while driving in heavy rain car began to shudder stalled would crank but no start. Had it towed home crank but no start, previously replaced all coils plugs are good. I can hear the fuel pump activate, any advice would be appreciated.

Until someone comes up with a better suggestion , things you can check.
Open air filter and make sure it is not plugged with water.
Look at the spark plug holes and make sure they are not filled with water.
Believe it or not , after everything dries out , the vehicle may start with little if any problem.
If available , blow the entire engine dry with some compressed air and see what happens. Get back to us if you still have a problem getting it to start.

Hanky thank you for responding the vehicle has dried out for one week took your advice still crank but no start. The CEL goes out while cranking so I am assuming the crankshaft positioning sensor is working properly. I tried an additional ground from battery to engine block with jumper cable same result. I do have fuel to the rail upon cranking from purge valve I will get a fuel pressure gauge on it this weekend to get accurate pressure. The same situation happened approximately one month ago during heavy rain I was able to limp vehicle home, it started the next day I am assuming problem is caused by moisture. What should be my next steps, thanks

You could start by unplugging various plugs and looking for moisture intrusion. With the low voltages that some components operate at water/moisture can affect that critical voltage, especially if it has allowed corrosion to set in.

This sounds like you have got water in the electrics starter motor or alternator causing an electrical shorting to earth ,you should spray all electrical parts ,,alternator ,,starter motor ect with WD40 water repellent,, spray it all over the affected parts inside and out this will disperse any water and is safe, it will not damage the affected parts don't be frightened to spray all the plug leads and plugs to remove the water dampness
